DUSHANBE, July 12, Asia-Plus -- The State Finance Control Committee has carried out 756 finance inspections in January-June this year, Abdujabbor Shirinov, Chairman of the State Finance Control Committee, announced at a news conference in Dushanbe on July 12.
Inspections by finance controllers have revealed numerous violations that caused 18.7 million Somonis’ worth of damage to the country’s economy, according to him. The totaled included 14.7 million Somonis’ worth of damage caused by untargeted use of finances. So far, 2.8 million Somonis have been returned to the country’s national budget. “149 materials totaling 10.5 million Somonis have moved to the law enforcement agencies,” said Mr. Shirinov, “1,200 officials in the republic have been reprimanded and 41 others have been dismissed for violating finance legislation.”
Speaking to journalists, Tajik finance control chief also expressed concern about violations revealed on working out and adoption of local budget in the provinces. “Inspections of use of budgets of 19 cities and district and 350 organizations funded from the budget have revealed that local authorities do not take into consideration the possibilities of tax collection when drafting their budgets,” Abdujabbor Shirinov said, noting that damage caused by improper formation and implementation of local budgets has amounted to more than 2.70 million Somonis.
He also noted that inspections of a number of ministries and organizations have recorded numerous instances of violations that caused a total damage of 7.2 million Somonis to the country’s budget. “A total amount of shortage of funds revealed in these organizations has been 6.4 million Somonis,” said the Tajik finance control chief, “A major part of this funds has been used for not determined purpose.” The situation is very serious in the Tajik Railways, where financial violations worth some 3 million Somonis have been revealed.
Over the same six-month period, seven units for implementation of investment projects have been audited. It has been established that a total damage caused to the country’s economy by these units has amounted to 400,000 Somonis. Besides, inspections have revealed cases of untargeted use of funds by these units totaling 135,000 Somonis, according to Shirinov. Numerous instances of financial violations have been revealed during inspection of use of funds provided for the construction of jubilee objects in Kulob.
The results of audit of activities of the investment projects implementation units have been submitted for consideration to the government and the foreign aid coordination unit within the president’s office.
