President of Tajikistan Emomali Rahmon met with Pia Kauma, President of the OSCE Parliamentary Assembly (PA), in Dushanbe on April 29.

The Tajik president’s official website says Ms. Pia Kauma is visiting Tajikistan in her role as President of the OSCE Parliamentary Assembly and as a representative of Finland, the country chairing the Organization in 2025.

The parties reportedly discussed expanding cooperation in the fields of security, environment, human rights, and gender equality.

President Rahmon emphasized that Tajikistan sees the OSCE as a vital platform for dialogue on key issues, from regional security to sustainable development.  He expressed support for the priorities of the Finnish Chairmanship, including conflict prevention, combating transnational crime, and strengthening trust.

Security issues were central to the discussion.  Both parties stressed the importance of coordinating efforts to combat global threats, including terrorism and its financing — particularly within the framework of the "Dushanbe Process."

They reportedly also discussed economic and environmental cooperation based on implementing projects aimed at sustainable development, natural resource management, and climate change adaptation. Infrastructure modernization and regional support were additional topics of discussion.

Special attention was given to human rights, including gender equality and increasing women's participation in public life.  The Tajik side reportedly reaffirmed its commitment to working with the OSCE under the national human rights strategy until 2038.

The meeting concluded with an exchange of views on international issues, including conflict resolution and confidence-building within the OSCE framework, according to the Tajik president’s official website. 

Meanwhile, the Tajik MFA information department reports that Tajikistan’s Foreign Minister Sirojiddin Muriddin received the visiting OSCE PA President Pia Kauma and the delegation of OSCE parliamentarians on April 28.  The parties reportedly discussed a wide range of issues related to cooperation within the OSCE framework.

In this context, the delegations reportedly expressed their readiness to use ample opportunities to intensify cooperation in all three dimensions of the OSCE comprehensive security approach – the military-political, the economic-environmental and the human.

At the same time the parties noted the significance of strengthening inter-parliamentary cooperation for the expansion of relations.

The OSCE PA is composed of members of parliament from countries which have signed the Helsinki Final Act (1975) and the Charter of Paris (1990) and are participating in the Organization for Security and Cooperation in Europe.

The OSCE PA assesses the implementation of the objectives of the OSCE, discusses subjects addressed during meetings of the Ministerial Council and the summits of Heads of State or Government, develops and promote mechanisms for the prevention and resolution of conflicts, supports the strengthening and consolidation of democratic institutions in the OSCE participating States, and contributes to the development of the institutional structures of the OSCE and of relations and cooperation between the existing OSCE institutions.

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments.  With a special emphasis on the regional context, it assists Tajikistan in tackling problems and threats to security, supports conflict prevention and crisis management measures.  As such, it works in areas such as border management, police reform, counter-terrorism and small arms and light weapons stockpiling and storage.  The Programme Office also supports the country in developing free trade, good governance, environmental protection and water and energy security.  The Programme Office supports the development of the rule of law and democratic political institutions and processes, including the respect for human rights.
