DUSHANBE, January 21, 2013, Asia-Plus -- Negotiations of the author of the program of global monitoring of seismological critical area wit representatives of relevant agencies in Tajikistan is expected to take lace in Dushanbe from February 6-13.
Specialists from the program of global monitoring of seismological critical areas say that carrying out world’s first experiment on “reducing or fully neutralizing” natural earthquakes on the limited area with approximate radius of 70-100 kilometers will be major topic of the negotiations. Thus, they are supposed to “protect” Dushanbe and Norak for 1-1 1/2 years.
They, in particular, offer a new active early warning system for earthquakes, Cascade , which was worked out in 2012 on the basis of the program of global twenty-four-hour monitoring of seismological critical areas of the Earth, Celestial Patrol .
The experiment is funded by the author himself and the proposal on placing the Cascade system has also been sent to Azerbaijan, Kyrgyzstan, India, and Uzbekistan.
The system is expected to be placed in Baku, Azerbaijan in the spring this year and in India in summer.
As far the Celestial Patrol program is concerned, according to information posted on Celestial Patrol ’s website, one of the peculiarities of the program is its full self-dependence in getting information, making data analysis and forecasting with a simple and clear danger signal to the preset object (town, populated locality). The analysis of information is reportedly based on the inner algorithm of the program, but a short-term forecast varies from a day to five days. The principles of the program are not the same as the world widespread technologies of monitoring and earthquake forecasting. Celestial Patrol was created at the beginning of 2011 year. It’s an innovative produce of seismology as it is based not on the classical methods of earthquakes forecasting. One of the main tasks was to develop an alternative, independent monitoring and forecasting system with low expenses. The "Sampling version" allows access to all the visitors of the site free of charge. Earthquake forecasting is shown during a twenty-four-hour period in the electronic moving text with specification of a populated locality, town, country and time. The “Professional version” has an extended base of monitoring objects, including volcanic activity and forecasting till 5 days.
The program is a project of scientific theory “Usage of Natural Low-Frequency Earth Magnetic Fields.” The researches of the project began in 2005, and are still running on. The author of the project is Sergey Breschuk. Since 2007 the author has been making research works, and by 2009 a certain results concerning the influence of earth magnetic fields upon a man were got. It was proved that if you make a calculation of time and places of location of a man during his life, you can figure out the “magnetic sufficiency” with “deficit” and “superfluity”. They influence everyday activity of a man, financial prosperity, state of health, etc. Increase (decrease) of the “magnetic sufficiency” is in direct ratio to time unit and power of influence on a man. Such calculations give the opportunity to make current magnetic maps and their readings. However, magnetic fields themselves can also “vibrate” under the influence of external factors. That’s why the program Celestial Patrol was created. It considers the changes and makes monitoring in the spheres of seismology, volcanology, geomorphology, and geo-ecology.
