How do the medical facilities inaugurated by the President in Khuroson and Yavan work?

Perhaps, the most modern maternity hospitals in Tajikistan today are located in Khatlon oblast: inaugurated in the autumn this year in Khuroson and Yavan, the medical facilities already attract women from the neighbourhood. The new equipment, comfortable patient rooms, twenty-four-hour heating system and most importantly, trained staff enable provision of high-level healthcare services. “Asia-Plus” reporters drove to Khatlon and personally visited the new generation hospitals.

The new hospital buildings hosting maternity departments have been launched this autumn in several districts of Khatlon oblast. At the beginning of October newly constructed buildings in the Central District Hospital of Khuroson were launched with participation of the President and on November 12 th the Head of the State inaugurated the newly reconstructed hospital in Yavan. All construction works as well as equipment supply and installation were financed in the frame of “Mother and Child Healthcare and Emergency medicine” program. The program has been implemented by the Ministry of Health and Social Protection of the Population with financial support of the Federal republic of Germany through KfW Development Bank. Besides the hospitals in Khuroson and Yavan the first phase of the assistance program includes central district hospitals in Farkhor and Hamadoni. The Financing Agreement of EUR10 Million was signed in 2008. In addition, two more agreements were signed this year on financing the second, third and fourth phases of the program with total volume of EUR31.5 Million.  In cooperation with the Ministry of Health and SPP the KfW implements Financial Cooperation of Germany and Tajikistan, which includes programs in fighting tuberculosis, mother and child healthcare, treatment and prevention of polio.

Khuroson

The hospital in Khuroson has worked since 1960s and received the rank of the Central District Hospital in 1983, when new departments of surgery, therapy, paediatrics, intensive care unit and maternity department were established.

Altogether, the new hospital building hosts 35 beds as well obstetric and diagnostic department, operation theatres, administration rooms and a lecture hall. Moreover, new laundry and kitchen were constructed. The water supply problem, which the hospital has suffered during the decades from, was solved by connecting the hospital to the municipal system. In addition, a water reservoir with 20,000 litres capacity, which is filled-up by electric pumps and a vehicle procured for water transportation contribute to solve the water supply problem. Electricity supply system was fully renewed. For this purpose a new voltage transformer of 4,000 KWh.

In the Khuroson hospital there is now an admission department which functions using the latest technology. It is so warm in the freshly painted new building that the patients need only light clothes on them. The floor heating systems is not yet switched on, but during construction modern and energy-efficient materials were used, that allow minimizing heat loss in the cold periods. In Khuroson, as well as in other districts there is electricity supply limit in the winter, but the CDH benefits from uninterrupted electricity supply. In case of a voltage drop a power generator automatically switches on.

Patients, including the new mothers, admitted to the hospital undergo here medical examinations by Ultrasound, ECG and a digital X-Ray. A new laboratory is also located here. The patients are directed to their departments from the admission department.

A staff lounge in the gynaecology department is connected to Internet and has necessary equipment that allows video-connection in on-line mode to the Ministry of Health and to Dushanbe-based Tajik scientific research institute of obstetrics, gynaecology and perinatology. Such virtual conferences will allow the local doctors to consult with their Dushanbe-based colleagues when needed.

- We strongly need consultations with the experts from the capital, - says head of the gynaecology department Ms. Rayhona Abdulfayzova. – The case is that previously we did not have our own operation theatre, but now we own a great one!

The operation room is fully equipped with medical equipment produced by German manufacturers like Siemens and Draeger. The equipment is sufficient to do complex surgeries and all equipment contains facilities that allow to connection to telemedicine network, which in the future will enable international experts to remotely observe a surgery and give consultations on-line.

Apart from the operation theatres an intensive care department for adults and children. The head of the department Tuychi Kodirov shows us the intensive care room for the new-born, where a newest ultra-violet system purifies the air in the room. A new infant incubator is also installed here. T. Kodirov explains that with this incubator they can take care even of those new-born weighing 600 grams only.

Before starting work on the new equipment all of our staff members attended an advanced training, - T. Kodirov says, - they trained us several month on using the equipment. Besides, during two years the supplier companies will provide us with maintenance services and consultations when needed.

Thanks to the change the Khuroson Central district hospital has been popular not only among the district’s people, but also among the people from the neighbouring regions.

-We have been having considerably more patients – says the maternity department’s Head, Ms. Pardokhol Saidmurodova. – In 11 months of this year we had 1370 deliveries and since the opening of the new building the number of patients in our department doubled. Now we have patients even from Pamirs (Gorno-Badakhshan Autonomous Province).

Yavan

The same ideal situation can be observed in Yavan central district hospital. The new hospital building of Yavan hosts 130 beds. Here too, new premises were given to the obstetrics and gynaecology units, diagnostic department, clinical and biochemical laboratories, intensive care units for children and adults, resuscitation unit of the neonatology unit, operation theatres, administration rooms and a conference hall. As in Khuroson, new laundry and kitchen were constructed and fully equipped here.  Constant water and electricity supply systems are in place. While the project procured an ambulance car for the hospital, the President handed over two more ambulance cars as a present during the hospital inauguration.

- When the implementation of the program began the Government support the initiative: we received additional 2 Million Somoni, - says Mr. Burhovaddin Khalilov, a hospital service manager of the Central District Hospital. – In addition, now the government is financing reconstruction of a new hospital building, where different departments from various healthcare facilities of our district will be transferred to.

According to B. Khalilov, thanks to the new equipment patients from other neighbouring districts were coming for diagnostic examinations.

- We are among the hospitals in the country that use most advanced technologies, - he says. – The ultrasound room has got equipment with Doppler effect. Previously we had to travel to Dushanbe for such examination. Not all capital-based hospitals can boast of having an X-Ray machine, operation theatres and resuscitation units we have in the hospital.

Medical waste disposal is well organized in Yavan CDH: waste is disposed in a specially purchased incinerator. Moreover, the hospital waste water disposal system was repaired.

We go to the conference hall of the hospital. There is a meeting of the medical assistants going on. It is warm in the rehabilitated hall and new furniture is there. B. Khalilov says that every month healthcare workers from 70 facilities gather here.

Proudly shows us B. Khalilov five new individual delivery rooms, where it is possible to have childbirth attended by a relative, new well-heated patient rooms which have comfortable adjustable beds and cradles for the new-born. 

As their colleagues from Khuroson, the Yavan doctors had a special training course in Lithuania. The training program included a component for enhancing effectiveness of the hospital operations by strengthening capacity of both the medical personnel and the hospital managers. Now Khatlon people can enjoy medical services on the highest level.
