JICA is continuing to support improvement of capacity of Tajik air navigation through a three-year project for Capacity Development for Implementation of Performance Based Navigation (PBN) in Tajikistan.

On October 31, 2019, Record of Discussions for the implementation of a technical cooperation project, The Capacity Development Project for Implementation of Performance Based Navigation, was signed between JICA, the Tajik Air Navigation and the Civil Aviation Agency under the Government of Tajikistan.

According to JICA Tajikistan Office, the main objective of the project is in building the capacity of Tajik Air Navigation specialists to be able to develop PBN flight procedures in Tajikistan airports.

The Japanese side will provide Automated Flight Procedure Design System capable of designing conventional and PBN flight procedures in compliance with ICAO PANS OPS with training of 4 flight procedure designers for the use of the software, as well as Flight validation services for designed flight procedures at Dushanbe, Khujand, Bokhtar and Kulob International Airports. The project will also support trainings for airspace design and flight validation in Japan and third countries.

It is worth mentioning that the Government of Japan has already successfully implemented a technical cooperation project for capacity development in air traffic services in 2015-2018, as well as invited Tajik Air Navigation specialists to Japan and other countries.  The previous cooperation has been important to prepare some ground for successful implementation of PBN.

In addition to the above projects, JICA has implemented a grant aid project for the improvement of Dushanbe International Airport (approximately 21 million USD) aimed at promoting economic and trade development by upgrading aircraft departure/landing safety, as well as air cargo handling efficiency.  

JICA began its technical cooperation with Tajikistan in 1993 by inviting Tajik officials to gain knowledge and experience on governance and macroeconomics development.  As of January 2019, a total number of participants to JICA’s Knowledge Co-Creation Programs, formerly called the Training Programs, has exceeded 2200 people.  JICA Office was established in Tajikistan in 2006, and since then various Grant Financial Assistance and Technical Cooperation projects have been implemented more dynamically, aiming at improving living standard of Tajik people for the sectors such as agriculture and rural development, water supply, health, transport, energy, capacity building as well as SME promotion.  JICA’s cumulative investment portfolio in Tajikistan in all sectors comprises 38 projects amounting to more than 389.7 million USD (82 million USD for Technical Cooperation and 307.7 million USD for Grant Assistance), including 14 on-going projects.
