The new edition of the constitution of Turkmenistan allows for paid education for Turkmen citizens. Under article 36 of the Constitution, "state and non state organizations and private persons have the right to set up paid education institutions on the basis and in accordance with the law of Turkmenistan." At the same time, the state sets obligatory educational standards for all educational institutions.
As Turkmen President Gurbanguly Berdimuhamedov noted in his speech at the 26th session of the People''s Council, access to paid education will "expand and strengthen the basis for preparation of highly skilled specialists." Earlier, the head of state also emphasized greater prospects for commercial activity in the sphere of education.
