MSF is working in Tajikistan in the field of Tuberculosis and Penitentiary intervention project. Our projects focus on providing treatment and support for TB patients in Dushanbe and Kulob.

Main Purpose

Supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the projects, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions  in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population

 

 

Job Main Accountabilities

 

Supporting the Medical Coordinator through delegated tasks and responsibilities including

         Monitoring, supervising and evaluating the implementation of medical activities in the project, visiting projects according to preset schedule and participating in defining the human resources needs, materials and techniques. Assisting in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions in service.

         Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects

         Ensuring medical follow up of patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient, in collaboration with the supervisors. Organize the administrative and medical information (reports, ongoing treatments), the discharge of patients and return to their homes

         Supporting and supervising the project teams and participating in the management of the medical team in the capital (recruitment, training, monitoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the (para) medical team members and promoting communication and  active participation in the development of the project

         Applying the employee health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring of MSF personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager

         Participating in the management of the central pharmacy, advising and guiding the logistics team in the mission of drug stock management. Organizing the start-up, inventory and management of operational medical library according to the classification plan

         Participating in the data collection and management from the projects as well as preparation of monthly, quarterly and annual reports and organizing ·data archiving and medical reports in the project

         Performing other duties at the request of Medical Coordinator (exceptional strengthening of a field team, involvement in evaluations, etc.)

Context Specific Accountabilities

 

A. REPRESENTATION AND LIAISON

         Assist the Medical Coordinator and the Country Representative /Operations Deputy Head of Mission (ODHOM) in building a contextual understanding of the health situation and health actors in Tajikistan overall and in MSF’s catchments areas specifically.

         In close collaboration with the Medical Coordinator o/CR liaises with and represents MSF toward (inter) national health authorities, NGOs, UN agencies.

         By delegation or in the absence of Medical Coordinator, present the ongoing programs to other health actors to facilitate MSF’s operations in Tajikistan and stimulate cooperation.

         Provides assistance in securing all required approvals and permissions to facilitate MSF’s operations in Tajikistan.

B. HEALTH CONTEXT ANALYSIS

         Monitor the health situation in the country including the disaster capacity and response of government through the Committee for Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan (CoES) / Emergency Preparedness and Response Coordination (Rapid Emergency Assessment and Coordination Team (REACT)) and other local or international NGOs, UN agencies and attend the coordination meetings.

         Monitor the changing health context and implications for the programme development.

         Provide timely reports and regular updates on the health context development: national health statistics, disease outbreaks, national strategic plans and guidelines especially with regards to HIV, TB, Infection control and other relevant diseases.

         Supports Medical Coordinator with understanding of regulatory and legal requirements of health care system in Tajikistan

         Provides information to Medical Coordinator on health needs in Tajikistan based on the prepared data and context analysis.

         Maps and liaises with the MoHSP counterparts/specialists in relevant specialization field (psychiatry, psychology, hepatology and others) as requested by the Medical Coordinator.

         Maps the existing health care facilities for the availability and quality of care to support with the planned referrals, planned donations and others as per need and request of Medical Coordinator.

 

 

C. MEDICAL POLICY AND PLANNING

         Actively participate in reflections and discussions on the evolution/planning of MSF programs in the mission (Annual Plan (AP), Mid-Year Review, etc.).

         Contributes to development of advocacy strategies as expressed in the Country Strategy.

         Support the Medical Coordinator and participate in assessments, outbreak investigations and emergency response interventions.

         Participate in drafting policy documents such as Locally Hired Staff (LHS) Health Policy (LHS HP).

         Support the teams translating protocols for the missions into Tajik or Russian and proof reading of translated medical material used in the mission/projects.

         Facilitate the training of the epidemiological data tool for the Project Medical Referents for data analysis and manage the central data base for the projects.

         In the absence of the Medical Coordinator, answer to some medical questions submitted to the Medical Coordination by the projects according to your area of responsibility. Rest the final decision to the Medical Coordinator if it would have an operational or strategic impact on the program or mission.

         Advises and informs the CR regarding the development, monitoring and assessment of the ongoing medical programs in the absence of the Medical Coordinator

 

D. TECHNICAL SUPPORT AND OPERATIONAL RESEARCH

         Liaise with Ethical Review Board of Tajikistan as requested by Medical Coordinator.

         Ensures that all relevant documents are collected and presented in requested format whenever there is a need to present operational research for Ethical review board of Tajikistan.

         Supports the operational research ensuring that legal and ethical procedures/protocols in Tajikistan are being met.

 

E. STAFF HEALTH

         Responsible for the implementation and understanding of the national staff health Policy in the projects in close collaboration with the Staff Health Responsible.

         Participate in the assessment of health facilities in Dushanbe and other project locations which could act as reference structures for locally and Internationally Hired Staff (LHS/IHS).

         Participate in the medical follow up of MSF personnel’s in close collaboration with the staff health responsible in the project and the capital.

         Provides support on request to staff health responsible at project level and ensures in collaboration with the staff health responsible in capital that vaccination status of all staff is up to date.

         Responsible for health and vaccination status of International Mobile Staffs (IMS) in the absence of the Medical Coordinator.

         In close collaboration with the Staff Health Responsible (SHR), assist Afghanistan Medical Coordinators in follow-up of all Medical Evacuation cases in Dushanbe, and involve MSF Holland Medical Coordinator for support.

         Cover the Staff Health Responsible (SHR) when s/he is on leave.

         Support logistic team in providing training and refresher training of all drivers in first aid (at coordination level as well as in the project).

         Responsible for reinforcement of medical safety and security rules for all staff in their working place at the coordination as well as at project level.

 

F. OTHER TASKS/REPORTING

         Assist the Medical Coordinator with various other tasks like medical stock monitoring, TSRs analysis & donations, etc.

         Participating in drafting/reviewing monthly reports (MMR Narratives & SitReps) as well as external quarterly and annual reports when required.

         In collaboration with the Head of Mission assistant and if requested, ensures that activity reports to authorities (MoHSP, NTP, and Republican HIV Center (RAC)) are submitted in time in the local language and format requested.

         Organizing the archiving of data and medical reports linked to MSF projects.

         Organize the set out, inventory and management of the medical operational library according to the filing plan.

         When relevant, participate in briefings and debriefings of members of the medical team.

         Supports the work of Operational Deputy Head of Mission (ODHM) in the absence of Head of Mission assistant as needed

 

Requirements

           

            Education and skills:    •           Registered as practicing Medical Doctor with Tajikistan Medical Registration authorities

 

            Experience:      •           Previous work experience on similar experience 2 years minimum.

•           Demonstrable experience in Policy and Standard Operating Procedure writing and implementing

 

            Languages Knowledge:

 

Computer skills:           •           Fluent in Tajik, English and Russian languages.

 

•           MS Word and Excel, Power point, Outlook

Salary: Gross salary is 9,177.00 TJS
