DUSHANBE, November 1, 2010, Asia-Plus  -- A government meeting to review the results of work carried out over the first nine months of this year took place on October 29.

Speaking at the meeting, President Emomali Rahmon expressed dissatisfaction with slow pace of implementation of the program for relocation of residents of some areas of Jirgatol district and districts in the Rasht Valley to the Lakhsh area in Jirgatol district, according to presidential press service.

The president charged relevant bodies to take measures to rehabilitate roads and construct power transmission lines, first-aid stations and schools in the resettlement sites.

Efficient organization of internal migration in the region will promote development of more than 4,500 hectares of irrigated lands in the Lakhsh area.

The head of the Committee for Land Management and Geodesy reported on the progress of implementation of the government’s decree on rules of the procedure of transferring lands from one category to another one.

Rahmon ordered the Committee for Land Management and Geodesy and other relevant agencies not to allow reduction in fecundity of irrigated lands during transfer of lands from one category to another one, prevent illegal allotment of lands, develop new lands and promote rational use of lands.

The head of Committee for TV and Radio-broadcasting reported on measures taken to make national TV and radio programs available in all regions of the country.

By government’s decree of February 4, 2010 the national TV and radio must cover the whole territory of the country by 20th anniversary of Tajikistan’s Independence, which is marked on September 9, 2011.

The government also endorsed the national health lifestyle formation program for 2011-2020, the youth health development program for 2011-2013, the HIV/AIDS prevention program for 2011-2015, the movie development program for 2011-2015, and the program to combat locust infestation designed for 2011-2015.

The government also endorsed bills on insurance activity and veterinary medicine.

The bill “On Responsibility of Parents for the Fostering of Children” that was worked out by president’s order was returned as requiring improvement.  It was noted that the bill must more specifically determine legal norms, duties and responsibility of parents and other authorized persons, as well as mechanism of implementation of that law.

The meeting participants also offered changes and addenda to the law on state registration of legal entities and individual entrepreneurs as well as the country’s tax code.
