In preparation for the upcoming summit of the Commonwealth of Independent States (CIS) heads of state, several markets and shopping centers in Dushanbe will be closed for three days: October 8, 9, and 10.  This was announced in decrees issued by the Dushanbe Administration and the Dushanbe Police Department on October 3.

According to a decree signed by Dushanbe Deputy Mayor, Abdurahmon Abdurahmonzoda, 11 markets and shopping centers in the capital will be closed during these three days.  The affected locations include:

  • "Korvon" Market
  • "Korvon Plus" Market
  • "Khavoron" Market
  • "Moshinasaroy" Market (Motor Depot 2927)
  • "Kushoniyon" Market
  • "Farovon" Market
  • "Balkh" Market
  • "Panjshir" Shopping Center
  • "Gandzhina" Shopping Center
  • "Fayoz-2015" Shopping Center (Korvon area)
  • "Varzob Tj" Shopping Center
  • "Kavsar" Shopping Center

Additionally, a sanitation day is scheduled for October 11 at the "Sakhovat" Market, and October 13 for the "Mehrgon" Market.

 

Traffic and security measures

The Dushanbe Police Department has specified that only the "Korvon," "Kushoniyon" markets, and the "Panjshir," "Gandzhina," and "Sadbarg" shopping centers will be closed.  According to its directive, the closures are part of security measures to ensure the safety of the guests attending the summit, manage vehicle traffic, and prevent congestion.  Markets and shopping centers will be temporarily closed from October 8 to 10 and designated as sanitation days.

Market and shopping center managers are also instructed to adhere to fire safety regulations during this period.

 

Impact on transportation and public access

Currently, it remains unclear which streets and districts in Dushanbe will experience traffic and pedestrian movement restrictions.  An official source within the Dushanbe Police Department told Asia-Plus that a final decision on the matter has not yet been made.

Meanwhile, a notice from Dushanbe’s Department of Economic Development, Trade, and Monitoring, shared on social media, urges residents and visitors to stock up on essential goods for the period from October 8 to 10, as some markets will be closed.

 

Instructions for businesses and service providers

The department also reminded the heads of markets, shopping centers, hotels, and restaurants to maintain cleanliness, adhere to a unified dress code, and ensure fire safety compliance during these three days. However, the Department of Economic Development clarified that this message was not issued by them.

 

Preparations for the CIS summit

The CIS summit, scheduled for October 10 in Dushanbe, will be attended by the heads of state of the member countries.  The day before, on October 9, Russian President Vladimir Putin will arrive in Dushanbe for a state visit. A meeting of the leaders of Central Asia and Russia is planned as part of his visit.

Preparations for these events began in late September, including the installation of floral arrangements on 11 streets and boulevards in Dushanbe, with over 2 million seasonal flowers used for decoration.
