DUSHANBE, July 10, 2012, Asia-Plus – On Wednesday July 11, head of the Agency fro Architecture and Construction in the Roudaki district is receiving new IT equipment to launch the opening of the “Single Window,” press release issued by TajWSS Project said.
On July 11, Oxfam, in partnership with the local executive body of state power of the Roudaki district and the Agency for Construction and Architecture under the Government of Tajikistan will launch the “Single Window” in the Roudaki district. The “Single Window” mechanism is a simplified procedure for obtaining construction permission at the district level and is coordinated by the office of the district Architect. The launch will be marked by handing over IT equipment from Oxfam to the office of the district chief architect. In attendance at the ceremony will be representatives of the Roudaki District Hukumat, the National Agency for Construction and Architecture, Swiss Agency for Development and Cooperation (SDC) and the TajWSS Project.
The TajWSS Project is funded by SDC, and implemented by Oxfam Great Britain and the UNDP in Tajikistan, in close cooperation with the Government of Tajikistan.
The opening of the “Single Window” follows a comprehensive capacity building activities, recently implemented by the TajWSS Project in Roudaki and Muminobod districts, aimed at familiarizing district level government officials with the regulations and procedures contained in the “Single Window” reform package.
The capacity building measures and training components, provided to district level government officials by the TajWSS project, were identified during the course of a capacity needs assessment conducted in the two TajWSS pilot districts of Muminobod and Roudaki, earlier this year. The assessment targeted the activities of the District Architects and Engineering Services and was conducted by the TajWSS Network thematic working group.
The TajWSS project and its support for the implementation of the “Single Window”, builds upon a joint reform initiative of the GoT, World Bank, IFC and USAID. The reform initiative was aimed at simplifying the business and permit licensing system in Tajikistan. The “Single Window”, a central part of the reform package, contains a number of legal acts which simplify the administrative procedures that an applicant has to follow while obtaining a construction permit at the district level. The reforms were outlined in Presidential Decree, No. 282, delivered on May 6, 2009.
