The Interior Ministry of the Russian Federation has warned of the threat of escalation of conflicts with migrants in the territory of the country. This follows from the draft Concept of State Migration Policy of the Russian Federation for 2019-2025.
The draft Concept that is posted on the federal portal of draft normative legal acts says such a situation may arise due to the migration of Russians abroad.
The document, in particular, notes that under the influence of changed socio-economic conditions, the migration outflow of the population of Russia abroad has increased this year.
Against this background, the progressive process of replacement of them with foreign nationals reportedly creates risks of exacerbation of social conflicts in separate regions of the Russian Federation.
The draft Concept says rapidly growing number of immigrant population, including those who obtained Russian citizenship, as well as their desire for a compact and isolated living from the local population living is the reason for the formation of ethnic enclaves.
The document highlights that non-public authorities and informal jurisdiction are established in the area of such settlements, crime situation is worsening, inter-ethnic and inter-religious conflicts arise, shadow economy and labor market are formed, and the social appearance and cultural environment are changing.
In connection with the situation, the interior ministry points to the necessity of taking additional measures to create attractive fiscal, social and other mechanisms for preserving human capital and reducing the outflow of citizens abroad.
The interior ministry also considers it necessary to improve mechanisms of adaption and integration of migrants and their minor children, including those who obtained the Russian citizenship.
