Deputies of the New People faction in the State Duma proposed to the Ministry of Science and Higher Education of the Russian Federation to supplement the exam for migrants with a section on "norms of communication with women in Russia," TASS reports, citing a letter available to the editorial board.

Deputies Vladislav Davankov, Yaroslav Samylin and Ksenia Goryacheva described such a proposal in a letter sent to the department. It also notes that according to the Ministry of Internal Affairs, 190 thousand decisions on administrative expulsion, deportation and readmission were made in 2024, which is 93.8 thousand more than in 2023.
"Cases of violations of public order, including abusive and disrespectful treatment of women and harassment, are increasingly appearing among the reasons. Despite the improvement of the practice of deportations and expulsions, it is necessary to take preventive measures aimed at providing migrants with basic knowledge about cultural and legal norms regarding women," the authors write.
In this regard, it is necessary to amend the decree of the Government of the Russian Federation dated 05/31/2021 No. 840, which approves the requirements for the minimum level of knowledge of foreign citizens and stateless persons applying for a work permit or patent, TASS quotes the authors of the document.
"It is necessary to add a provision stating that a foreign citizen must know the norms of communication with women, including the legal consequences for harassment and harassment. Foreign citizens should be informed that any form of harassment or intrusive behavior entails administrative or criminal liability," the letter says.
Exams in electronic format
Meanwhile, starting from January 1, 2026, the exam in the Russian language, the history of Russia and the basics of Russian legislation for foreign citizens and stateless persons will be conducted exclusively in electronic format, according to the official telegram channel of the Federal Service for Supervision of Education and Science.

It is possible to automatically transfer depersonalized data through the API, as well as conveniently exchange information with the FIS FRDO and generate reporting materials at the request of regulatory authorities," the Federal Service said in a statement.
